Firstly, on behalf of Malaysia Crime Prevention Foundation (MCPF) take this opportunity to express my gratitude to the IGP YDH Tan Sri Khalid Abu Bakar for attending and officiate our program this morning.

Ladies and gentleman, for information,  program  this morning was jointly organized by MCPF and Kuala Lumpur police. I take this opportunity to thank police Kuala Lumpur and MCPF KL for the joint effort in making this program successful.

Roundtable discussion program is MCPF efforts to forge closer relations between communities and the police. Besides, it is also intended to seek the views and comments of the community to enhance the level of service to the community by the authorities.

Last year MCPF has organized Round Table Discussion in several states such as Kedah, Perak, Johor, Negeri Sembilan and Selangor. This year MCPF also plans to hold this program in Terengganu, Malacca, Sabah and Sarawak.


INFORMATION ON MCPF

Before I continue let me share little bit about Malaysia Crime Prevention Foundation (MCPF)

Malaysia Crime Prevention Foundation (MCPF) is a Non-Government Organisation, was established on January 11th 1993. It is a Chapter of the Asia Crime Prevention Foundation, which is based in Tokyo, Japan and is the first Chapter to be established outside Japan. (MCPF is also a non-profit organisation).

The launching of the Foundation was officiated by the former Prime Minister of Malaysia, YABhg Tun Dr. Mahathir Mohamad, who was also the Patron of MCPF then.
The present patron is the Prime Minister of Malaysia, YAB Dato' Sri Mohd Najib Bin Tun Hj Abdul Razak. Our Chairman is YAB Dato' Seri Dr. Ahmad Zahid Bin Hamidi, Deputy Prime Minister and Minister of Home Affairs. The Deputy Chairman is YDH Tan Sri Dato' Sri Khalid Bin Abu Bakar, Inspector General of Police, Royal Malaysian Police. Besides the Chairman and his Deputy, there are 34 members in the Executive Council of MCPF, which is the highest body in MCPF. These members are prominent figures from both the public and private sectors.

Objectives of this Foundation are :

i)             To promote public awareness in crime prevention at all times
ii)            To get public participation in crime prevention efforts of the government and other interested parties
iii)          MCPF also aims to contribute to the enhancement of effective measures for crime prevention and treatment of offenders. The ultimate goal is peace, stability and zero crime level in our country.


In order to realize this objective is achieved, the foundation carries out various crime prevention programs throughout Malaysia .


Ladies and gentleman,

Crime and criminal activities have become a matter of importance to all Malaysians. Every day we are always presented with the news of crime whether street crime, violent crime or property crime.

Many of these crimes are violent, which in most cases leave deep emotional scars on the victim.

In reality to expect a country that is completely free of crime is impossible. But what is possible is to take all necessary measures to reduce crime or to prevent crime. Crime prevention is the attempt of various sectors, disciplines and concerted action. So Crime Prevention is Everyone's Responsibility.

Crime Index released by the police, it is evident that in Malaysia CRIME TREND decreased annually in recent years. This clearly shows that the initiative introduced by the police in reducing crime managed to fruition.

Crime Prevention and Community safety (JPJJK) Royal Malaysian Police (RMP) established recently to ensure the assignment of crime prevention carried out more regularly and systematically.

I strongly believe JPJKK Bukit Aman under the supervision of YCD CP Dato Acryl Sani, will continue to be active and move forward with the introduction of various crime prevention programs covering all levels of society.

Ladies and gentleman,

Crime is a problem and the enemies of the people and can only be overcome after we have combined integrated energy of the society itself. Crime prevention is a shared responsibility that is often underscored by the Malaysian Crime Prevention Foundation (MCPF)

We are aware that crime can happen anywhere, therefore it is very important if we know the action to be taken in order to prevent ourselves from becoming easy targets of criminals.
There is no point of us emerging but at the same time more and more people live squeezed fear and feel threatened by crime. Therefore, the government must continue to take steps to eradicate poverty, unemployment and injustice in the social integration aimed at protecting them from engaging in criminal activities.


I sincerely hope that through round table discussions this morning, participants will be able  to give their views and constructive proposals that could help the authorities in implementing reduce crime.

Once again i like to thank YDH IGP Tan Sri Khalid Abu Bakar , YBhg Datuk Kamarudin Ali, the police chief of KL, members of the panel and all who were involved in the program this morning. I also thank the MATIC who has given us the venue to run the program today.

丹斯里拿督彭茂燊太平局绅:互动建立信任,居民应了解毗邻警区(《中國報》29/2/2016)



大馬防範罪案基金會執委兼社會愛心基金會主席丹斯里拿督彭茂燊太平局绅,上周六(二月二十七日)在马来旅游咨询中心(MATIC)举行的大馬防範罪案基金会“罪案根源”圆桌会议上的谈话重点:

 
首先,我代表大馬防範罪案基金会(MCPF)藉此机会,衷心感谢全国副总警长拿督斯里诺拉昔依布拉欣出席今早会议,非常谢谢他拨冗为这项有意义的活动主持开幕。
这项会议是由大馬防範罪案基金会和吉隆坡警警察总部联合主办,我要感谢主办单位的共同努力,促使这项活动成功举行。
大馬防範罪案基金圆桌会议是MCPF致力拉近社区和警方而举办的活动,同时寻求社区民众的意见和建议,以加强有关机构的服务水平。

大馬防範罪案基金会的一个非政府和非营利组织,成立于1993年1月11日,是以日本东京作为基地,在日本以外首个成立的亚洲防範罪案基金会的分会。
前首相敦马哈迪医生为大馬防範罪案基金会主持推介,并成为基金会的赞助人。


现任赞助人为首相拿督斯里纳吉,副首相兼内政部长拿督斯里阿末扎希担任主席,全国总警长丹斯里卡立担任副主席。
此基金会的宗旨为:-
i)提高公众时刻对防範罪案的觉醒,
 ii)吸引民众参于政府和其他机构致力于防範罪案的工作,
 iii)强化防範罪案的有效率方式和罪犯治疗。最终目标为国内社会达致安宁、稳定和零罪案水平。

罪案和罪案活动已成为全民关注的重要事项。每天,我们不时关注罪案的新闻,不论是街头罪案、暴力或涉及钱财的罪案。

事实上,若要期望一个国家完全达到零罪案的目标是不可能的事,最重要的是采取必要的措施,以降低或防範罪案发生。

总结:
罪案问题是国家的公敌,唯有通过结合社会自身力量,才可以获得解决。

MCPF强调防範罪案,人人有责。

我们意识到罪案可以在四处发生,因此,我们要懂得采取自身防範措施,避免面容易成为犯罪攻击目标,是非常重要的,绝对不可掉以轻心。

我真诚希望透过此次圆桌会议,各与参者可以提出他们的意见和建设建议,集思广益,协助有关机构降低罪案。

Muhyiddin's removal will be 'final nail in Umno's coffin': Mukhriz

While the Umno supreme council meeting slated for later today may take action against its deputy president Muhyiddin Yassin, former Kedah menteri besar Mukhriz Mahathir warns that any such move would be 'the final nail in Umno's coffin'.
He said if Muhyiddin was dropped from his position or suspended from the party, it would demonstrate that all values and principles espoused by the party were dead.
He said when Prime Minister Najib Abdul Razak sacked Muhyiddin from his cabinet, the move had disappointed a lot of people.
The Umno supreme council is expected to meet this afternoon, with council member Nazri Abdul Aziz intending to propose that the party's disciplinary board suspend Muhyiddin for his incessant outbursts against Najib.
Mukhriz in his statement today said no matter what the reason, an elected party leader could not simply be removed from his position.
He said the allegations made by the deputy president and by other critics within the party could not be accepted as an excuse to move against them.
"The Umno constitution doesn't stop members or leaders from questioning issues raised by the people.
"Therefore, questioning a major issue cannot be treated as a wrong move."
Mukhriz recalled party vice-president Mohd Shafie Apdal's comment that no action was taken against critics during Mukhriz father ex-premier Dr Mahathir Mohamad's time when he was challenged in the 1987 party election.
He recalled that then Umno deputy president Musa Hitam still officiated the Youth and Wanita general assemblies that year.
"In contrast, Muhyiddin was prevented from officiating the three wings' assembly recently to prevent him from speaking out."
Mukhriz also said said Umno was using all sorts of unreasonable excuses in answering questions involving 1MDB, the RM2.6 billion donation and SRC funds amongst others.
On top of that, he said they were taking measures to ensure that the investigations into these issues by various government agencies did not succeed.
Muhyiddin victimised
Mukhriz also lambasted certain Umno leaders who said in questioning their leaders, the grassroots were trying to split the party.
He added he didn't expect the Umno supreme council to do anything good for the party and hoped that Muhyddin wouldn't be vilified.
He reminded the party leaders that their actions were being watched by society including the youth.
"Are we aware that the youth have expressed disgust and hate towards Umno due to the top leader's action?
"If Muhyiddin is victimised, I believe many Umno members will quit the party what more those fence-sitters who have been in support of Umno.
"This is the message sent to me by many Malays," said Mukhriz.

10 questions… with Din Merican

Din Merican reminds me of Don Quixote – a chivalrous gentlemen out to right wrongs, and bring justice to the world. But Din, as he prefers to be called, does it a bit differently – he blogs.

Born in Alor Setar, Kedah in 1940, Din received his early education from Penang Free School and pursued his studies in economics at the University of Malaya. Later, armed with scholarships from the Kedah State and Bank Negara Malaysia, Din graduated from the George Washington School of Business and later on from George Washington University in the US.

Upon his return, Din served the Malaysian government as a Foreign Service Officer and in the Central Bank before making a move to industry and commerce.

Many may not be aware that Din was among the many unsung heroes who made Bersih back in 2007 such a success. He is still involved in the political scene today, advocating the universal values of fairness and justice, sharing his thoughts and incisive views through his blog.

din-merican-4Attached to the University of Cambodia, Din currently resides in Phnom Penh, while his lovely wife, Dr Kamsiah Haider lives in Malaysia. At 76, he may be thousands of miles away in a foreign land, but his heart has never left home.

我对于所谓新董总主席拿督刘利民声称董总新领导层不排斥通过政治力量,解决华教问题,感到震惊不已。
原因是在于真正的董总领导人,还有待法庭作出判决后,才有定论,但目前看来董总领导人“闹双包”的僵局尚未解决。
“除非这不是你(刘利民)说过的话,我希望这番话不是出自你口中,否则你得花费唇舌对外释疑,让广大热爱华教的人士有更多的了解,要不然草根也不会服从你。”
这不该出自一个一向秉持“超越政党、不超越政治”的原则立场,从不阿谀奉承政治人物的华教的领导人口中。
我们草根和华裔也不希望见到有任何华教领袖,会利用政治力量去干预或干涉华教的发展,这也是一般维护华教的华社及草根所不愿意见到的局面。
“总的来说,我认为华教应该交由资深学者或教育专家处理,充其量你(刘利民)和我只不过是个商人,我们还不个够资格,同时需要多点时间去学习,以及真诚地互相交流,如何处理这种深具意义又带有敏感性的问题,并愿意与你共勉之。”
我也希望刘利民花点时间充实自己、检讨自己。
最后,解决华教问题,还是交由资深学者,绝不容许任何政客,尤其是“半桶水”的人士插手。
所有草根和华裔将会铭记在心,我们不能再添乱了,因为我们没有再乱的本钱了,千万不要再掉入陷阱中。
