VIOLENT & ORGANIZED CRIME RATES ARE SURGING

3 to 4 days ago, Tan Sri Ramon Navaratnam phoned me to discuss the above matter and what could be the possible causes. I told him that I was going to do a Press Conference on these issues. I related that the release of detainees could be one of the reasons and he conceded and supported my view. Please read today’s Star Newspaper (27/06/2012 – Page 12.

It is alarming to note that within a short span of time – violent and organized crime rates are surging tremendously. Every day the media have been reporting from various states – organized crimes like shooting, house breaking, snatch thieves with bodily harm and most recently theft of expensive hospital equipment. Women too are not spared, being attacked in shopping malls car parks.

Although PEMANDU reported a reduction of crime by 40%, it has received lukewarm by the Rakyat. In short, the Rakyat do not believe. I reproduce the following chronology of events.

1) Judging from the crime index from PDRM, you will notice that the crime started increase alarmingly since 2006 to 2009.

2) This is due to massive transfer of experienced crime-busting officer to the irrelevant post such as the Federal Reserve Units Commander or cold storage them.

3) 2010 crime rate has been steadily reduced ever since YDH Tan Sri Haji Ismail and YDH Tan Sri Khalid with the current PDRM team working round the clock to combat crime.

4) 2010 saw YDH Tan Sri Haji Ismail bin Haji Omar and YDH Tan Sri Khalid bin Abu Bakar took over with the support of the enforcement units, NGOs including MCPF, crime rate steadily reduced, more so on the arrest and huge recovery of drugs related crimes. But of late, such a short span of time, the crime rate is starting to surge again.

5) The abolishment of EO, ISA and RO took place. All the detainees have been released immediately. According to the media various crimes such as shooting, kidnapping and robberies with bodily harm have sporadically happening almost everywhere. PDRM has been bashed, to say giving misleading crime index down but crime have been felt everywhere by all the media reporting daily and accordingly.

6) It is therefore difficult for the Rakyat to believe that the Crime Index has reduced. Although our YAB PM or YB Minister of Home Affairs said the same thing. The Rakyat in fact feel otherwise. 50 hotspots cannot reflect the true KPI Index for the nation.

7) AG’s chamber should think of new innovative and effective rules and laws to assist the PDRM and other enforcement units to fight crime.

8) MCPF should continue to cultivate new ideas to effectively raise the awareness. This can only be done by actively engaging crime prevention programmes with the Resident Associations, School and difference NGOs.

9) PDRM should consider to transfer back all those experienced crime buster officers and to delegate them to the ground level. Ever since between the years of 2006 to 2009, the moral of the PDRM has been suffering a big blow. The moral of the PDRM officers were so low with such as the case of Dato’ Ramli and the six (6) other officers charged in court and subsequently acquitted. The six (6) officers were reinstated except Dato’ Ramli.


Solution:

In short, be practical and focus in on the actual solution to address the crime. At this part of time, it is of tremendous challenging time for the current PDRM regime to fight crime because a lot of tools have been withdrawn. A word to SUHAKAM, it is always good to prophesy human rights but little do we know of the human rights, enforcement hands can also be tied-up. We need to look for check and balance methodology.


KDN/PEMANDU/PDRM/MCPF, we need to explore new ideas and innovations to fight the current crime issues. If the Rakyat do not feel safe in the street, car parks, shopping malls, schools and even in their housing area, this has definitely reached a very alarming stage.

The Rakyat must give full support and also motivate them to participate with us. Solidarity for us, if we are to fight crime.

Eg: The Taman Resident Organization should seriously activate and also to participate in the community policing services. Work very closely with your nearest Balai Polis. Go around patrolling your housing areas with the police personnel. Especially between 3.00 am to 7.00 am.

The current finds of the housebreaking incidents occurs quite rampantly between the hours of 5.30 am to 7.30 am. Quite often most of the house owners never expect that the criminals will strike, especially when parents are getting ready for work and sending off school children. Change your daily morning trend.

eg: Pang Yin Organized Crime.
 Within a span of 10 days, between 13th to 22nd of June – shooting incidents.
     

Conclusion:

It is true, the overall crime rate has been reported in Malaysia is reducing. However, the Rakyat does not feel the same way. We need to therefore immediately study, investigate and improve this perception. This is an area, where people from all walks of life must contribute and participate
