I was invited to attend the NKRA Reducing Crime International Panel Review Session dialogue on 5th July 2012. There were four (4) experienced crime experts, namely Deputy Commissioner of Police Raja Kumar, Deputy Commissioner of Police, Singapore Police Force, Mr. Peter Clarke, Former Director of Counter Terrorist Command of the London Metropolitan Police, Sr. Asst. Commissioner of Police Mr. Teng How Kong, Director of Management of the Hong Kong Police Force and Mr. Timothy Deeds, Chief Regional Officer for the regional US Embassies in Asia.
The dialogue was very well received and attended by Home Minister Y.B. Dato’ Seri Hishammuddin Hussein Onn, Y.B. Senator Dato’ Sri Idris Jala, YDH Tan Sri Ismail Bin Haji Omar and other top ranking PDRM officers. It was a fruitful exchange of views and experience relating to the different levels of crime prevention and fighting crime. According to statistics revealed by PEMANDU in the dialogue, the crime rate surged in Malaysia from 2006 to 2009. (2001 – 156,401, 2002 – 148,978, 2003 – 156,238, 2004 – 156,363, 2005 – 157,365, 2006 – 196,780, 2007 – 209,582, 2008 – 211,645, 2009 – 209,817, 2010 – 177,520, 2011 – 157,891). We will notice on record that prior to 2006, the crime rate was under control.
In 2010, the crime rate was reduced significantly. It was also on record that from 2006 to 2009, there was a massive transfer of experienced crime busting CID officers. This inevitably may have caused the rise in crime rate between 2006 and 2009. The crime index in fact was long introduced by PDRM and was reliable because of the Police Reporting System (PRS). A point to note, the statistics from 2006 – 2009, the serving IGP was none other than Ex-IGP Y.Bhg. Tan Sri Dato’ Musa Hassan. If at all, the system was not functioning well, Musa should have put in more efforts to “redress” the issue, being the IGP in that period.
The Government under the leadership of YAB Prime Minister Dato’ Sri Najib Abdul Razak, Home Minister YB Dato’ Seri Hishammuddin Hussein Onn, YDH IGP Tan Sri Ismail, DIGP Tan Sri Dato’ Khalid and his team of officers, together with PEMANDU and MCPF have definitely put in pain-staking efforts to implement the crime prevention programmes. Since the crime rate significantly increased under Musa’s tenure as IGP, I ponder to ask for Musa to seriously give a very truthful explanation; why did crime surge during his tenure? Was the surge due to the sudden massive transfer of experienced PDRM officers, resulting in a vacuum for the PDRM to combat crime? In light of the foregoing facts, please don’t be a “SOUR GRAPE” or “PUBLICITY SEEKER”.
If Musa is sincerely concerned or intends to prevent and fight crime, then MUSA must do so together with the current PDRM leaders who have been transparent, down to earth, well cultured and determined leaders of the force.
Musa, please show your sincerity or otherwise, please keep your mouth shut. For the people and country, you must show your wholehearted support for the Reducing Crime NKRA. The truth and past record will augur well of your performance during your 2006 – 2009 tenure. We, the Rakyat, are not ignorant or stupid. Please do not insult the Nation’s intelligence.
