Move On

What faces our country are, challenges us to address the corruption and crime issues rate, whether the problem with the NKRA Index or the insight of the PDRM determination?

Points to rate – the majority of the Rakyat will be monitoring on this said issues. What is important is that the Rakyat must also seriously ask ourselves, whether are we doing enough to participate together with the relevant authorities and Government in addressing the two issues. My sincere suggestion, we have no other alternatives but to move on diligently and aggressively.

Crime swelled during Musa's tenure, claims Phang

Retired inspector-general of police Musa Hassan has been waved off as a "publicity seeker" for accusing the government of attempting to suppress crime statistics.

Malaysia Crime Prevention Foundation (MCPF) executive council member Robert Phang said that according to statistics, reported crime was at its highest during Musa's (left) tenure as the country's top cop.

Phang said that he was called to participate at a dialogue titled Reducing Crime International Panel Review Session on July 5, where Performance Management and Delivery Unit (Pemandu) provided details of the total number of reported crimes since 2001.

"According to the statistics revealed by Pemandu at the dialogue, the crime rate surged in Malaysia from 2006 to 2009. We will notice on record that prior to 2006, the crime rate was under control," he noted in a statement yesterday.

Phang said that crime in 2010 had "reduced significantly" to 177,520 from 209,817 in 2009, praising Prime Minister Najib Abdul Razak and Home Minister Hishammuddin Hussein for embarking on "painstaking efforts to implement crime prevention programmes".

"It was also on record that from 2006 to 2009, there was a massive transfer of experienced crime busting CID officers," he said.
He added that this could have inevitably caused the crime rate rise in that period.

Advice in hindsight for ex IGP

Vouching for its reliability, he said that the data was from the long-used Police Reporting System (PRS).

In lambasting Musa, Phang (left) added that the former IGP should have pointed out that the PRS system was not functioning well during his term in office and should have put in more effort to "redress" the issue.

He also asked Musa to seriously provide a truthful explanation for the surge under his watch.

"Was it due to the sudden massive transfer of experienced PDRM officers? Resulting in a vacuum for the force?," he asked.

"In light of the facts, please don't be a sour grape or a publicity seeker,"said Phang.

He added that if Musa is sincerely concerned about preventing and fighting crime, he should work with the police force.

"Musa, please show your sincerity or otherwise, please keep your mouth shut. For the people and country, you must show your wholehearted support for the Reducing Crime National Key Results Area (NKRA)," he said.

MUSA MUST EXPLAIN DURING HIS TERM AS IGP WHY CRIME RATE SURGED ALARMINGLY!!!

I was invited to attend the NKRA Reducing Crime International Panel Review Session dialogue on 5th July 2012. There were four (4) experienced crime experts, namely Deputy Commissioner of Police Raja Kumar, Deputy Commissioner of Police, Singapore Police Force, Mr. Peter Clarke, Former Director of Counter Terrorist Command of the London Metropolitan Police, Sr. Asst. Commissioner of Police Mr. Teng How Kong, Director of Management of the Hong Kong Police Force and Mr. Timothy Deeds, Chief Regional Officer for the regional US Embassies in Asia.

The dialogue was very well received and attended by Home Minister Y.B. Dato’ Seri Hishammuddin Hussein Onn, Y.B. Senator Dato’ Sri Idris Jala, YDH Tan Sri Ismail Bin Haji Omar and other top ranking PDRM officers. It was a fruitful exchange of views and experience relating to the different levels of crime prevention and fighting crime. According to statistics revealed by PEMANDU in the dialogue, the crime rate surged in Malaysia from 2006 to 2009. (2001 – 156,401, 2002 – 148,978, 2003 – 156,238, 2004 – 156,363, 2005 – 157,365, 2006 – 196,780, 2007 – 209,582, 2008 – 211,645, 2009 – 209,817, 2010 – 177,520, 2011 – 157,891). We will notice on record that prior to 2006, the crime rate was under control.

In 2010, the crime rate was reduced significantly. It was also on record that from 2006 to 2009, there was a massive transfer of experienced crime busting CID officers. This inevitably may have caused the rise in crime rate between 2006 and 2009. The crime index in fact was long introduced by PDRM and was reliable because of the Police Reporting System (PRS). A point to note, the statistics from 2006 – 2009, the serving IGP was none other than Ex-IGP Y.Bhg. Tan Sri Dato’ Musa Hassan. If at all, the system was not functioning well, Musa should have put in more efforts to “redress” the issue, being the IGP in that period.

The Government under the leadership of YAB Prime Minister Dato’ Sri Najib Abdul Razak, Home Minister YB Dato’ Seri Hishammuddin Hussein Onn, YDH IGP Tan Sri Ismail, DIGP Tan Sri Dato’ Khalid and his team of officers, together with PEMANDU and MCPF have definitely put in pain-staking efforts to implement the crime prevention programmes. Since the crime rate significantly increased under Musa’s tenure as IGP, I ponder to ask for Musa to seriously give a very truthful explanation; why did crime surge during his tenure? Was the surge due to the sudden massive transfer of experienced PDRM officers, resulting in a vacuum for the PDRM to combat crime? In light of the foregoing facts, please don’t be a “SOUR GRAPE” or “PUBLICITY SEEKER”.

If Musa is sincerely concerned or intends to prevent and fight crime, then MUSA must do so together with the current PDRM leaders who have been transparent, down to earth, well cultured and determined leaders of the force.

Musa, please show your sincerity or otherwise, please keep your mouth shut. For the people and country, you must show your wholehearted support for the Reducing Crime NKRA. The truth and past record will augur well of your performance during your 2006 – 2009 tenure. We, the Rakyat, are not ignorant or stupid. Please do not insult the Nation’s intelligence.

Creches need govt help

THIS column shifts into sombre gear today following the tragic death of my grandson last Wednesday at a creche in Damansara. Muhammad Affan Syahin Mohd Rizal was just 10 weeks old and according to a post-mortem by the Sungai Buloh Hospital, had choked on milk.

The news made it to the front page of Berita Harian and was reported in other newspapers. According to the daily, this was the seventh such death of babies reported so far this year.

He was rushed to the hospital’s emergency ward by the creche operator where a doctor and some nurses attended to him upon arrival around 11am.When I arrived at the ward around 11.15am, the doctor told me what must be the saddest breaking news of my life: “I’m sorry, your grandson actually died some four hours ago.”

These ubiquitous creches or day-care centres are providing a vital service especially with more and more women joining the workforce. Government agencies like the Social Welfare Department need to reach out to these centres on a pro-active basis, and help them as much as possible in terms of providing training on the proper handing of children, especially toddlers. This is better than reacting to incidents.

I would say that such centres do not make much money and their owners are also imbued with a sense of public service. Imagine the hardships faced by families where both parents are working if we did not have such centres.The centres are even more crucial now as it becomes increasingly problematic to hire maids especially from Indonesia with so much politics and bureaucracy in the way.

I know of many working mothers who had to quit their jobs after weighing the pros and cons of having their infants placed at creches. A friend told me that his daughter who has three degrees and was holding a lucrative job is now a full-time housewife. But not many can follow suit as Malaysia is largely a middle-income society and both parents still need to work to make ends meet.

Prominent social activist Tan Sri Robert Phang fully supports the idea for the Women, Family and Community Development Ministry, its agencies and related NGOs to reach out to creches to ensure best practices.Even if the creches require subsidies to implement the guidelines, I think it’s more than worth it as we are dealing with the care of very young children where even the slightest mistake could result in an unfortunate incident.

Phang said the Malaysian Crime Prevention Foundation where he chairs a committee plans to mobilise support for a dialogue among government agencies and NGOs not only on preventing crime but also helping working mothers with children at creches.In this way, the working mothers can be assured of their children’s safety and have some peace of mind while at work.

Going forward, I believe only the prime minister, who is also holding the fort at the Women, Family and Community Development Ministry following the resignation of Datuk Seri Shahrizat Abdul Jalil, would have the political will to bring about positive changes to enable the ministry to help the creches.
Shahrizat said she was sad and angry at what had happened. I must thank her for her caring attitude which has been her trademark all these years.Incidents such as this can no longer be considered isolated and many similar cases may have gone unreported.

I visited the creche two days after Affan Syahin died and the owner was in tears, profusely apologising for what had happened. She said parents of other children in her care had approached her after reading the news and were anxious to know what would happen to the creche.“If your family were to sue us, I would have to close,” she said between sobs. I assured her that my son’s family would not take such action as nothing could bring back my grandson’s life. But I advised her not to allow it to happen to other children under her care.

Other creches should take stock and review their procedures since they have precious lives under their care and the importance of this must not be underestimated.I received hundreds of text messages expressing condolences from relatives and friends. May I take this opportunity on behalf of my son’s family and that of my own to thank them from the bottom of my heart.

It’s one thing to deal with the death of say, your parents, siblings or any other member of your family but in the case of a grandchild – let alone a child of only two and a half months – I would say, it’s quite another altogether.It’s hard to explain in words the special place in terms of love and affection that grandparents have in their hearts for their grandchildren.I hope that improvements mentioned above will come about sooner or later. At the very least, we might be able to prevent such tragic deaths in the future.

Najib Losing The War Against Corruption

The CIMB Group chief, Nazir Razak and younger brother to the Prime Minister hit the nail on the head when he told Financial Times that Malaysia must overcome corruption if it is to move up from being a middle-income economy.

In fact, Nazir could be faulted for erring on the side of caution and holding his punches for Malaysia, under Najib Razak’s premiership for 39 months, is not only more corrupt than under the two previous Prime Ministers Dr. Mahathir and Abdullah Ahmad Badawi, but is heading towards the dubious honour of being the only Asian-Pacific country to slip in both Transparency International (TI) Corruption Perception Index (CPI) ranking and score since the introduction of the annual assessment 17 years ago in 1995.

In the first TI CPI in 1995, Malaysia was ranked No.23 out of 41 countries or the 6th highest-ranked nation in the Asia-Pacific after New Zealand -1, Singapore – 3, Australia – 7, Hong Kong – 17 and Japan –20, with a CPI score of 5.28. (10 stands for "highly clean" and 0 for "highly corrupt")

Seventeen years later, after numerous anti-corruption campaigns, two major anti-corruption legislation, the "elevation" of the former Anti-Corruption Agency (ACA) into Malaysian Anti-Corruption Commission (MACC), the National Integrity Plan, the 1Malaysia Government Transformation Programme with massive infusion of public funds and increase of staffing, Malaysia has now fallen to the lowest TI CPI ranking in 17 years in 2011, viz: No. 60 with the lowest CPI score of 4.3.

Malaysia has also fallen to No. 11 for country placing in the Asia-Pacific. The top TI CPI 2011 Asia-Pacific ranking are:

New Zealand (1) 9.5

Singapore (5) 9.2

Australia (8) 8.8

Hong Kong (12) 8.4

Japan (14) 7.8

Taiwan (32) 6.1

Bhutan (38) 5.7

South Korea (42) 5.4

Brunei (44) 5.2

Macau (46) 5.1

Malaysia (60) 4.3

Even more serious, other countries which had been down on the list of the TI CPI ranking are fast catching up while Malaysia is fast falling down!China, Thailand, India and Indonesia are such examples in Asia.

China was ranked No. 40 with a CPI score of 2.16 in 1995. In 2011, China is ranked No. 75 with a CPI score of 3.6.At the annual average rate of China’s improvement and Malaysia’s regression of their CPI score in the last 17 years, China will not only catch up but will leave Malaysia behind in the TI CPI, both in ranking and in score in a matter of four years – come 2015!

Other Asian countries like Thailand, Indonesia and India are making major strides in the battle against corruption. Thailand, which was ranked No. 34 with CPI score of 2.79 in 1995 (out of 41 countries) is now ranked No. 80 (out of 183 countries) with an improved score of 3.4. India was ranked No. 35 with CPI score of 2.78 in 1995 is now ranked No. 95 with an improved score of 3.1.

Even Indonesia is making significant strides in the anti-corruption front. Ranked at the very bottom of No. 41 in 1995, with CPI score of 1.94, Indonesia is now ranked No. 100 with an improved CPI score of 3.0 in 2011.Is there any other Asia-Pacific country to keep Malaysia company of being hit with a double whammy of a lower TI CPI ranking and score in the past 17 years?

Yes, there is another country – the Philippines whose TI CP ranking was No. 36 with a score of 2.77 in 1997 and both indices fell 17 years later in the 2011 TI CPI being ranked No. 129 with a score of 2.6.

But the Philippines is optimistically looking forward to great improvements in its CPI score if not CPI ranking next year with the catching of several "big fishes" in the anti-corruption campaign of President Aquino, most notably the sacking of Chief Justice Renato Corona by the Philippines Senate impeachment court and the indictment of former President Gloria Macapagal-Arroyo, former Transportation Secretary Leandro Mendoza, former Commission on Elections Chair Benjamin Abalos and Local Water Utilities Chair Prospero Pichay.

If Philippines join the queue of other Asian-Pacific countries with the political will to fight corruption, particularly "big fish" or "grand corruption", with improvement in its TI CPI score, what is Najib doing to ensure that Malaysia is not stuck with the dubious honour of being the only Asia-Pacific country to slip both in TI CPI ranking and score since 1995?

Otherwise, Malaysia will literally be the "sick man" in Asia-Pacific in the war against corruption– with other countries making progress while Malaysia going backwards in the war against corruption.

Surge of Crime: Home Ministry must take full responsibility - Gobind

The Ministry for Home Affairs must take full responsibility for the increase in crime in the country if it is indeed true that same has surged as a result of the repeal of the Emergency Ordinance.Selangor deputy police chief, Datuk A. Thaiveegan is quoted to have said that there has been an increase in crime and such was probably due to the repeal of the Ordinance.

The question then is this. What did the Home Ministry do to deal with this probability when the repeal of the Ordinance was proposed? This is a very serious matter.The Ministry, through the police have the figures. They also have intelligence reports. They ought to have known what would happen if the Ordinance was repealed and steps ought to have been taken so as to ensure safeguards were first put in place before the Ordinance was repealed.

Whilst the move to curb detention without trial was a step in the right direction, especially given the wide scale abuse it was subjected to here, there is really no excuse for the Home Ministry to have failed to prioritize these concerns before the repeal.This failure may prove to become a major security concern for us.

Not telling the truth

It is also quite obvious now that the statement from Pemandu chief Dato Seri Idris Jala that crime rates have dropped and that it is the media which ought to be blamed for over sensationalizing isolated criminal incidents cannot be correct.This actually makes worse an already difficult situation as not only do we have a failure on part of the government to address the problems arising in the event of the release of those detained under the Ordinance, but we also have statistics which are wrong and the government efficiency unit somewhat blindly endorsing it.

Dato Seri Idris Jala should face the facts and tell us what he thinks of the Deputy CPOs views. If he agrees with him, don't we now have an alarming concern for the security of our people? Are we not at the doorsteps of a national scale security crisis?As Member of Parliament, I demand that the government reveal in public in full the steps it had taken to deal such an eventuality and what it proposes to do about it so as to curb the problem before it gets beyond control?
