Ten civil society groups today submitted their request for a meeting with Inspector General of Police (IGP) Ismail Omar to discuss a list of issues related to human rights and the police. The groups outlined a list of eight issues they want Ismail to address, not least being the establishment of an Independent Police Complaints and Misconduct Commission (IPCMC) and the extent the police have accepted the recommendations by the Royal Commission to enhance its operation and management.

Other issues they hope to raise include the police's human rights record, shooting deaths by the police, deaths of suspects during detention, investigation procedures, public assemblies and the use of firearms by the police.Suaram coordinator Yap Heng Lung said the groups will also voice out suggestions and demands by civil society during the dialogue with Ismail.

Among the NGOs that signed the letter asking for a dialogue with Ismail were Suaram, Women's Action Society Malaysia, Centre for Independent Journalism, Jaringan Rakyat Tertindas, Pusat Komunikasi Masyarakat, LLG Cultural Development Centre, Persatuan Masyarakat Selangor dan Wilayah Persekutuan (PERMAS), Pusat Kesedaran Komuniti Selangor (EMPOWER), Saya Anak Bangsa Malaysia (SABM), dan Malaysia Youth and Students Democratic Movement (DEMA).In a statement, the groups said their letter was accepted by one Inspector Khairil Azuad from the IGP's office, and were told that the police will need one month to respond to their request.
